TSCA Replacement Parts Coalition Letter to Hill

Downstream Users Coalition on TSCA Replacement Parts Amendment
On January 9, 2026, a coalition of industry groups including ECIA submitted a Letter of Support to Congressional leadership urging clarification of the Toxic Substances Control Act (TSCA) replacement parts exemption. The coalition advocates strengthening Section 6(c)(2)(D) of TSCA to ensure that replacement parts for complex durable goods can continue to be manufactured using materials originally approved at the time of product design—even if a chemical used in those parts later becomes restricted under TSCA.
The recommended amendment would make the exemption self-executing, preserve supply chains for essential replacement parts, and allow a reasonable transition period if future risk determinations require changes.

Member of the Week
Hughes-Peters was first formed as a partnership in 1921 by John Hughes and Henry Peters to distribute electrical construction materials and supplies to small municipalities in central Ohio for the installation of their electrical wiring systems. In 1923, they incorporated the company, but shortly thereafter Henry Peters retired.
Over the next 65 years, the company changed ownership several times. Along with the ownership changes, the company added new operations to the organization. As the electronic appliance industry grew, the company became a retail dealer of radios, hi-fis, and televisions. Other ventures included retail sales of records and albums, and HVAC systems, along with electronic components to hobbyist and repair shops.
ECIA thanks the Hughes Peters team for the 13 years of membership!
